Help deciding fans?

Hey everyone. I'm trying to decide which fans would be the best option for my PC. I need good options for buying, and i want good performance fans (120mm).

It must meet the follow conditions:

120mm
Makes less than 25 dbA of noise
Must be well built
LED Light (Blue)
Some way to easy make it faster or slower when required

As long as they don't pass of $20, all fine. I need silent ones, but of course a decent CFM (I don't know, maybe at least 30?). As far I had researched, the Antec's TriCool LED looks like a good option. But, which would you recommend?

Here you go, a selection of 120mm, blue LED case fans. You'll have to pick through them for the Db you're looking for, but the Logisys don't look too shabby.

Just keep in mind that manufacturers of fans lie shamelessly when it comes to noise ratings. Sure you get something blue and shiny but theres no way its actually as quiet as it claims. I got stung with a couple - coolink i think
