The Explorer Background & File Icon Text Colour

I used AveDesktopApp from this site http://www.aveapps.com/folderbg.html to change my windows explorer background to this :

But whenever I hit F5 i.e. refresh the page, icon text colour goes back to default black, resulting in this :

Is there any way to properly customize file & folder text colour or maybe even the Background (Though background image remains unaffected)?
Any suggestion will be of great help.

I don't think you can in Vista, I'm in W7, You could change text colour in XP.
