Connect TV as external monitor

Hello,
I'm trying to connect my Toshiba satellite laptop to a television via a PC to Video Component converter. I think I need to set it up as external monitor, which I think I did in "Display Settings" "Personalization". But all I am getting on the TV is "Unusable Signal. HELP??
