cheap & quiet cooling solution

I have a S478 P4 2.6 and the stock cooler is way too noisy. I want to spend less then $30 if possible to get the quietest solution possible, no OC. The Scythe Katana 2 seems ok, but i was hoping to spend a bit less. A friend suggested a Zalman ZM-F1 80MM Case Fan. Any one else have any ideas, would the cheap fan work? I also saw that Arctic Cooling Super Silent 4 Ultra at a local retailer.

AC Super Silent 4 Ultra is about $20 and its very queit.
