I would like to know what kinda of PSU's I can put into my system. Preferably between $50 and $100, 500W, and 2 or 3 PCI-e connectors. One, more thing... Should I invest in a physics accelorator? If you guys need information about my system, just ask please.

Any standard ATX power supply that has the right connections. Your E521 is basically a SATA only machine, so you would want something with at least 4 SATA power connectors.There's no room for a double slot video card so more than 1 pcie connector would be a waste.
Know this though, the 305w/22a psu that's in there will be enough for a 7950 GT or an X1950 Pro.
Skip the physics card, not worth it.

are you sure? I thought dell changed the pin outs on the main ATX power connection to where you can't just drop in a new mobo, or PSU from whoever you feel.

You have 1 PCIe x16 slot only
The psu you linked to is 24amps (first one)
Pc Power and Cooling has one at 26amps for 2x the price
The psu you have now is 22amps
Only options I would consider
 
No room for a second Video Card? I have like 3 open slots in the back though???
What I had written is that there is no room for a "dual slot" video card, such as the 8800.
The E-power is an oem made by FSP, known for making better quality psu's, and is of the same dimensions as your existing psu.
I personally wouldn't put much faith in the Apevia, and it is larger and has a bigger wire bundle to try to cram into your E521.
Once again the psu upgrade isn't really neccessary.
