How to have have the permission to erase a cd rw

I can earse the cd but how can I have the right to delete file on a cd rw

You normally cannot erase individual files on rewritable CDs, just format the whole thing. Some software can write to the disk in a different format (UDF) that acts more like a conventional hard disk, but such disks won't work on all computers.

I do not see the format command on my computer it disppear from it how can I recover it

I believe that, with XP you only get an "erase" command with a CD/RW (when right-clicking on the icon). To format with a UDF file system you need specialist CD-writing software. Windows 7 does give a "format" command letting you format the disk with a UDF file system.
