if i had ddr2 800 at tight timings, would ddr2 1066 be able to achieve tighter timings after underclocking it to 800? also, do tighter timings require a voltage increase or decrease, if any?

It should be able to. Typically, memory rated for DDR1066 is a slightly higher bin of IC so it "should" run tighter timings at DDR800.
