No os,partition,drivers only a bootable vista disk

Hello,
can someone please tell me exactly how to create a partition from command prompt? The only thing I have is a bootable vista disc. Please help.

Go into bios and set the cd/dvd as first boot device, save and exit to restart, run setup and choose custom instalation, you will get an option to select drive or partition, you can delete and create partitions from the Vista interface.
