Add or remove programs not opening

when I open Add/Remove programs a dialog box appears with a Parser Message addressed 'Value creation failed "at line 451 .What should I do to solve the problem

Try reverting back to a prior system restore point. If that does not work, the system registry is corrupt. Try running a registry repair software like this. If the system still fails, a manual fix of the registry problem or a repair or reinstallation of the OS is the solution.
