User account is not working

Having set up sky broardband I have now found I am unable to use 'Windows XP User Accounts' this has been disabled for some reason. I receive the following error when I try to the following: Control Pannel - user accounts - change the way user logs on and off.....ERROR 'A recently installed program has disabled the Welcome screen and fast user switching, to restore this feature you must uninstall the program. the following name might help you identify the program that made the change: RtlGina2.dll' I am currently having to log on through administrator. I've tried to remove the said file but I am unable to delete it. Anyone have any ideas?
