Hello,
I have an audio file on a PC that is approximately 4 hours long. The first 30 minutes 40 seconds is an unrelated matter. How can I burn a CD and omit the first 30 minutes 40 seconds?

You need an audio edditing program to cut out the parts you don't want. Save the modified file.
Please NOTE:
You are going to be left with 3.5 hours of music, you will need to either break it down to files under 80 minutes if you want to save it as a normal audio cd if that's possible otherwise it won't fit.
The other option is to save the file in MP3 format that most newer home cd players and dvd players can play.
