syntax error when loading programs

Archived from groups: microsoft.public.windowsxp.basics (More info?)

when ever i try to download anything from microsoft i go to the steps it
comes up as
command line syntax error type command/? for help how do i get around this
problem
can i fix it myself or do i need to take it somewhere.
