Is my CPU a DOA? Or, is it my MOBO?

Pleeeeez help.
I built my new PC today. Went according to all the instructions.

When I turn the PC on, it reboots every two seconds. It never really posts.
It gets to the screen that has my CPU and Ram, then completely reboots after two seconds. I don't even have enough time to go into the BIOS.

The fans work continuously. So, I don't think it's the PSU.

Any advice would help.

Try reseating the processor and checking all CPU fan connections. Sounds to me like the processor isn't seated right. While your in there, double check all of your connections just to ensure they are correct.

Although I'm sure they exist, I've never personally seen a DOA processor... if I were forced to make a bet on your CPU or motherboard, I'd definitely point at the motherboard.

The CPU is unlikely to be at fault however dont jump to conclusions about a dead motherboard. It could be a poor heatsink mounting as suggested previously - however 2 seconds would be pretty fast to cause a thermal reset.

Does the EVGA 680i motherboard have the diagnostic LEDs near the bottom of the motherboard. What is the last value these reach before reboot?

There are a number of other possible causes.

Firstly check you have all the power connections in.

The motherboard needs two power connectors. the ATX 24 pin and the ATX 8 pin. The 8 pin is near the CPU.
The 8800 GTS will also need its PCI-E power connector.
