Dota game lags

WarCraft 3 lags in ma comp when playing in Garena...Below are specs of my comp

CPU: Phenom X4
Motherboard: Gigabyte 78T
Graphics Radeon 4250
HDD: 1TB
RAM: 4GB DDR XMS
OS: Windows 7 64 bit

What video level settings are you running? Essentially, your video card is not up to anything beyond the lowest settings. I would recommend you upgrade to a better, stronger stand-alone video card.

What is your budget? Also, make/model of power supply (PSU) are you using?
