i believe the game has determined that your video card can't handle the truth

I have a Radeon 7000 - cannot see water.
A person in the forum has a Radeon 7200 and can see blue color and
simplified reflections.
Higher end video cards can turn on 4 type of reflections and they look
nicer.
So it all depends on your graphics card.
