Can't set vcore higher than 1.45V

In my BIOS I have my vcore set at 1.5V, yet it is detected by CoreTemp as 1.45V and cpu-z as 1.24-1.40V. I just dont get it, no matter how high it seems I set it, using the BIOS or with CrystalCPUID, I cant set it above 1.45V. If I set it at 1.4V, then all the programs adjust readings accordingly, but above 1.45 and they dont change. CrystalCPUID says the max vcore is 1.45V as shown in the pic below, but what defines that max? The motherboard supports up to 1.7V and I have seen people use higher than 1.45V on this board.
