Widows XP system tray pop-ups missing

When drivers and such load, I am not getting the pop-ups on this dell Latitude D820's system tray. I hear the noise, but there is no text or pop-up balloon. Any help on how to make these works would be much appreciated.

balloon pop-ups and text that originate from the system tray is often regarded as annoying and many users like to have these disabled (including me)

have you used these drives before most of he time after you insert them once the pop ups happen then the next time you plug in the drive like a Jump Drive you get a windows prompt to open all pictures, copy over music, explore, etc.
If you didn't yourself tell windows to disable these features you may have something malicious controlling your system changing these options to hide its own activity
