Open blocked files

I have been extracting these zipped files I save to my desktop for work for over a year. Today, I right clicked on it to extract the files and I got this warning:
WINDOWS HAS BLOCKED ACCESS TO THESE FILES TO HELP PROTECT YOUR COMPUTER.
I have tried to unblock, but is does not stay unblocked and I still cannot open/extract my zip folders on my desktop.
I was using Windows XP SP3
Can anyone help me?

perhaps the files are infected with a virus which is why windows is saying it is preventing access to the files.
