Have a Vista Ultimate installation that is not recoverable. At this point, I would want to at least retreive the app data e.g. MS Word, Adobe Acrobat, etc. Reinstall, Repair, etc have all failed.

The command prompt brings me to "X" drive and dirrectoies are:
-users
-windows
etc

Have not found the path to application files. Seeking guidance on this and how to get these files to an external drive. This machine does not boot to windows

If I understand you correctly you want to save your programs like MS Word etc; then no you can't do it.
You can save the files created by these programs, but the programs will need to be reinstalled from the instalation media.
If you have a proper Microsoft instalation disk (not a manufacturers restore disk) reinstaling Windows by booting with the windows disk will put the previous instalation in a folder called Windows.old providing you DO NOT format the drive.
After instalation is complete you can access this folder to recover your data files such as documents, photos, music etc.
You can delete this folder once you get what you need out of it.
