i have a 2k system build with speakers and a monitor which cut into that but i honestly cant decide on a hard drive... since you cant really get a raptor and a storage drive on a pc costing under 2k, what hard drive do you suggest that is between the 300-500 gig range?

Not clear if you already have the compute, are buying one, or building. Building you should be able to get both a Raptor and a 320GB storage drive. I've been getting the Seagate with the Perpendicular technology. As the for the size it really depends on your storage needs. Unless you're storing a lot of videos a 320GB should be enough.
