Immobilising virus

When I log onto my computer, it displays my background and nothing else. Leaving it for half an hour yeilded nothing. Nothing appears when I right click, and Task Manager does not run when I try Ctrl+Alt+Del. Starting my computer in safe mode has the same result. Currently, I have no idea what it is except that it's most likely a virus. Does anyone have experience with this sort of a virus, and how would I go about removing it?

If only. I've tried, but the virus has blocked access to it. Long story short, I consulted another forum and I've recieved help.
