Hey. I overclocked my Quad 6600 to 9x 333 today and it worked fine. But I have been watching it using "CPU-Z" and the multiplier keeps dropping to 6.0 and makes the core speed go down to 2.0. Can anyone help me!! I'm using a Gigabyte GA-965P-DS3 motherboard too.

Enhanced Intel Speedstep Technology (EIST) is doing it. It downclocks your Q6600 whenever you don't need it at full load. This is a good thing because it saves power. Try running something that takes up 100% of you processor, like Orthos. The multiplier should go up to 9. Then stop orthos, and it should go back down to 6.
