Why cant i join 2 drives on my computer on windows 7 computer

I have a Windows 7 Pro with a 40MB drive and a 1.5TB drive. I wanted to add the TB drive to the 40MB drive which is the C: drive. I don't see a way to do this. I have checked out 3rd party software to join them but my IT friends say that's not a good idea.
Is there any way to join these two drives ?
 
take it you mean 40gb drive not 40mb

no point in raiding them as it would use the smaller drives size in raid 0 so would end up with 80gb

why not clone the 40gb drive to the 1.5tb then make the bigger drive 1st in the boot list?

this would also mean you could use the 40gb to recover from if a disaster hit the 1.5tb--you could clone it back
