help - continious restarts

I have put togather a computer but when I start it it continually restarts. The CPU and system fans don't spin but all other fans do. The mobo has a 24 Pin plug and 2 4pin plugs but my PSU has only one 4pin plug and a 24pin plug. If I disconnect the 4 pin plug then the PC stops rebooting but nothing appears on screen and no beep to say loading. Should I be connecting both the 24Pin and 4Pin? I tried 20Pin and bit 4Pins then it doesn't even power on.

My system specs are
gigabyte P965 rev3.3 DS3 board dual PCI x16 expess
Geil 2gb PC800
250Gb wd drive
E6700 core duo
Arctic freezer 7
Nvidia 7000 GT
650watt PSU

I heard that only 1.8v mem work initially with Gigabyte P965 DS3 so once your in the BIOS you have to increase the voltage but I am rev 3.3 so this should no longer be the case?

It really sounds like your CPU and system fan are connected to the board properly. Make sure the 4 plugged in properly, there should be a clip on it and a catch on one side of where it connects to the board
