are all the LCD monitors' max frame rates 30/sec?

I have a 17" LCD monitor and saw somewhere on the wild wild web that someone's LCD monitor could only display 30 frames per second and I want to know if that holds so for all LCD monitors. I am trying to upgrade my video card from x800xl to either 8600gts or 8800gts and need to know the prior questioned in this case thus I would not waste my money on the expensive 8800gts when my LCD monitor cannot even display up to the video card's capability. If anyone knows, please let me know and thanks in advance!

Your monitors refresh rate is usually 60 frames a sec. And thats fast enuff for any card/game. Some can go faster, but theres little point in it, because at some point, your eyes cant see it anyhow. Get that GTS, the 8800, youll like it . One thing to remember, movies are played back at 24 fps
