Could very well be. Or could just be coincidence.
I'd try turning HIPS off if you can and see if that changes anything.
NOD32 isn't free so given that you've presumably paid for it I'd be logging a support call with their technical team. Looks like you can do this here.
If it is an issue that they have introduced with the latest update by contacting them you'll be helping them become aware of the issue and hopefully get a fix or workaround for yourself and other users.

Na no toolbars or extra crap tp install free software...moment I see things offered I dump out and cancel and delete install files.
Any ideas anyone has, no matter how crazy or nuclear they are..help...

Remove it, restart and run CCleaner and install again.
