I asked the above question because I read about three years ago in Desktop Engineering about a canoe manufacturer that sometimes modifies canoes with adding more material to an area to test. If it works out better they needed to convert new canoe shape to CAD. I cannot remember software they use but it was photo based to convert photo image shadow density to CAD.

I found the following sources:

Some of the photogrammetry software below are designed to work with all types of cameras regardless of lens quality. I don't believe using cameras without precision ground lenses that cost more can produce an accurate data cloud with acceptable accuracy. I believe using only a camera with 12-14 megapixel resolution will have more accurate results. And going to a higher resolution camera as they develop is even better. But experience will prove if more resolution is needed or not for cars, airplanes, boats, ships, homes, and buildings. And how many different angles are required for a good data cloud. A few 16 MP and one 20 MP cameras were found on Amazon and are expected to drop in price over the next few years.

Academic Engineering Project Support - may only work with laser scanner, not a camera.
Geomagic fully supports short-term academic engineering projects that are in need of reverse engineering and inspection through its Academic Engineering program.

Applicants to this program will need to send a full project summary, including timelines for the effort, with a brief explanation of how many licenses are required. The application will be assessed by the Geomagic Sales Manager for your region and licenses on a time-limited basis will be provided to qualifying engineering projects.
Please send your applications to: inquiry@geomagic.com
Geomagic Qualify is the industry’s most easy-to-use 3D inspection software delivering the highest accuracy, speed and comprehensive reporting on the quality of as-built parts for first-article and production inspection, and supplier management.

Geomagic Qualify enables manufacturers to perform fast, accurate, graphical comparisons between digital reference models and scans and probes of as-built parts for first-article inspection, production inspection and supplier quality management.
