Budget cooling for beginner OC

Might get a Q6600, might get an E6xxx.

in either case, would a not very advanced OC'er such as myself (in fact I know nearly nothing yet) be able to get a better heatsink to make the system faster to increase bang for buck considerably?

Please recommend cooling options if so. Going for simple air cooling...

Arctic Cooling Freezer 7

If you opt for the quad core though something a little beefer maybe needed if you wanted to oc. Either way though the Freezer 7 is the single most best bang for buck you can get if its still <$30
 
Icy18 made a good point on this.

For a E6XXX series, a Zalman 9700 series would be good, or the Arctic Cooling Freezer 7.

However, if you are looking at ANY quad core, then you do not want to skimp on the cooling. You would need the cooling capacity of coolers such as the Thermalright Ultra 120 Extreme, or the Sunbeam Tuniq Tower 120. You would not be able to cool sufficiently for overclocking otherwise.
