Cannot download Microsoft updates.

For a while now I have been unable to download the following updates in my computer:

Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update for .NET versions 2.0 through 3.5 (KB951847) x86

I have Windows XP, not 7. I have tried everything I can think of. I need to get this fixed so that I can load the new Turbo Tax program. It will not load because of an error with the 3.5 sp1. Can someone please help? Thanks
