I just put together a new core2duo system and it booted up fine, however, I am wondering if it's normal for the heatsink fan to not spin up right away when turning the computer on. When I first turned the computer on, the intel stock heatsink fan did not spin up right away and I was worried that it might be broken or something was jamming the fan from spinning, but around 15-20 seconds later it started to spin. Is this a faulty HSF? or is this normal?

It is normal. The fan turns on when the cpu gets hot, within seconds of turning on the system. If there is a problem your system should shut itself down.
