How does it rival a 8600M GT? What is the best ATI card right now, and is this good?

Performance wise, the 8600M GT is a much faster GPU. These GPUs aren't really designed to compete as the 8600M GT is generally in a larger laptop where the HD 2300 is designed for ultra mobile systems.

The HD 2300 is good. At least better than integrated graphics.
Just don't expect to play any modern 3D games in high-res.
