e6300, asus 680i, 400fsb++ help

hey, i have my system specs in my sig.
i have the latest bios for my board.
the right steppings for good results.

but icannot manage to run stable at 400fsb ++..
at 400fsb i have tried all these voltages

i have ran the cpu voltage from 1.34 - 1.45 cannot get stable
i have ran the northbrdge Vlt from 1.25 - 1.50 not stable
southbrige vlt from 1.5 - 1.6 not stable
1.2v Ht from 1.2 - 1.35 not stable
ram is at stock 2.1 voltage and very loose timings.

i ve tried 3:2, 1:1, 5:4 cpu:ram ratios and 400fsb , not stable.

i ve disabled spread spectrum, encahced dis, and all those power saving settings, still couldnt get stable.

ive dropped the x 7 multiplier to x 6 and 400fsb and still getting either no boot or freeze shortly after boot with either multiplier.

any suggestions?

i know the problem isnt my cpu temp, temps are fine on the cpu.
but my specs are::

asus p5n32-e sli 680i motherboard
e6300 b2(6) cpu
2x gb corsair dominator 800mhz 4-4-4-12 2.1v
evga 8800gts 640mb
antec900/tuniq tower120
320gb hd
windows vista 32bit(64bit no installed)
bios 1203.
