Gigabyte GA-8I865GME Configuration Problem?

Hi, I've just upgraded my Motherboard to the GA-8I865GME with a Intel Core 2 Duo E4400 and I upgraded my old Acer 200W Power Supply Unit to a High Power brand 300W unit.

My problem is I am getting the System to Boot but the System Fan is going crazy and the CPU fan starts off spinning very slowly and then stopping but then eventually spins at a much higher speed. Can't get into Windows XP either it will just reboot. :pfff:  CPU Temp in BIOS seems to be good hovering around the 24 - 25 degree's range. :heink: 

Updated BIOS from a Floppy but still not getting anywhere, Cleared CMOS but still nothing, Any help would be appreciated Thanks.

One thing I've learned from this forum is the importance of the PSU, in fact had to replace one yesterday. Ended up with the Antic NeoHE 550, a bit pricey, about $115, but has module cabling, which is really nice but you can get a good one for less. Some of good references
