Is there a USB 2.0 portable hard drive that can be powered through the USB cable instead of pluging the hard drive into an electrical outlet?

Well, my WD passport is powered through usb.

2.5" laptop hard drives can generally be powered through the USB port. If all you need is 60GB-100GB, this may be an option. The drive linked by DeusEx appears to be a laptop drive.
