I am having a problem freeing up space on a drive. I've deleted about 12G from the drive but free space has actually decreased. I've emptied the recovery bin, rebooted the server, ran disk cleanup, etc. Still the drive space will not increase. This is a Windows 2003 Server, Raid 5, 4-160G drives.

Run CHKDSK /F on the drive from cmd prompt, or the FULL Error check from Drive - Properties - Tools.

Are you running any sort of file protection which may be saving your deletions? Probably not, I only mention it because Norton used to 'protect' the recycle bin by making some sort of invisible copies of deleted files and emptying the recycle bin didn't clear them.
