Is there any way to change the flowers in RCT3? I'm not talking about
changing the colors.

The .OVL files that are used in RCT3 aren't "overlay"-files. Look at the
second entry on http://filext.com/detaillist.php?extdetail=OVL.
The only information I found is in some "strange" language
