Is there any way to change the flowers in RCT3? I'm not talking about
changing the colors.

In doing a little research, I discovered that all of the scenery and
object files in RCT3 are .OVL files. An Internet search reveals that
they are "overlay" files. Does anyone know what graphics format they
are, so they can be modified?

The .OVL files that are used in RCT3 aren't "overlay"-files. Look at the
second entry on http://filext.com/detaillist.php?extdetail=OVL.
The only information I found is in some "strange" language ;)

"Soaked" comes with rose bushes, and cute rows of tulips!
