Virtual scrolling enabled

I have set and reset my virtual scrolling on my HP Laptop (Vista). When I go online and scroll a website it won't show up. If I go out and come back online sometimes it does work but not for long.
I use the Internet and can scroll then my husband uses the computer and goes online and he can't scroll.

Our Tech man can't find anything wrong with it.

I am virtually confused. What is 'virtual scrolling'. Does this occur when using an XP Virtual machine with Vista?

As near as I can work out it's using your finger on a touchpad and dragging up and down instad of using a mouse to scroll.
