I am looking for memory and I came across this specs CL 4-4-4-15 (CAS-TRCD-TRP-TRAS).

What do these values mean? Are these values the lower the better? Looks to me this can be adjusted in the motherboard BIOS. Why and how?

Is there an article or review which explains these?

The values are the latency of your memory. Wikipedia's article on memory latency will do a much better job of explaining them then I can. The lower the values the better, and you adjust them in the BIOS to set them to what your ram is rated for, or if you want to try and gain performance(and risk stability with cheaper ram) you can set them lower then what your ram is rated for. You would want to set them lower to increase how fast your memory can be accessed. The combination of frequency and latency determines how fast your memory access is.

Your average speed timings are 4-4-4-12 @800MHz or 5-5-5-15 @1066MHz. Example: Sometimes you can run your ram at 3-3-3-8 @800MHz or 5-5-5-15 @1200MHz. The latter two my ram can do, the extra 400MHz increase versus the lower latency of CAS 3 running @800MHz, in my opinion the extra 400MHz is better. The thing is these day I recommend the use of a "ram fan", CoolIt and OCZ make ram fans.
