I currently have a 7300GT, I'm not playing any HD videos at the moment but I'm wondering if it could handle it (as well as a second hookup to a HDTV as well as my monitor). If it can't what should I be looking for in a video card mainly meant for HD videos (some gaming but nothing that the 7300GT can't already handle)?

8600gts would be what your looking for.

If I am not mistaken, the whole HDCP thing is a real minefield. You should research it carefully before leaping. check the HDTV section in the forums. I haven't been in there, because I don't care, but there is probably better advice than in graphics hardware.
