Virus removal. help!!!

im not sure if im in the right section but im having major problems with the personal security virus! i have dealt with this virus before, using all the guides that tell you to run rkill and stop the process and then use anti mailware, and that worked in the past, but now i cant even run rkill and i cant open any programs including msconfig and regedit, oh and the virus also disabled my desktop. i had a friend tell me that booting from an external with an alternate operating system and then scanning the infected drive from this alternate operating system would work. but i haven't tried it, i need some more input first. thanks.

Try booting into safe mode with networking (f8 on startup). Download, install, and update malwarebytes. Do a full system scan.

tried that, i cant boot in safemode. i get to the advanced boot options menu and it asks me to boot in safemode(windows media center) or safemode(window recovery)
when i boot to safemode(windows midia center) it just reboots and attempts to boot windows normally. when i boot safemode(window recovery) it just takes me to windows recovery. ?????????
