Shell32 dll -what does it mean?

where should i type those commands(on wich menu) to get the shell32 and msgina files

Shell32.dll has the 32-bit system icons, it is here: C:\WINDOWS\system32
where C; is your windows system HDD. MSGINA: Microsoft Graphical Identification and Authentication is in the same folder. Both are DLL- Dynamic Link Libraries, there is no command to "run" them as far as I know.
