$89 Pentium Dual Core that Runs at 3.2 GHz question please help me

XFX GeForce 8600 GTS XXX
GIGABYTE GA-P35-DS3P
CRUCIAL TECHNOLOGY BL2KIT12864AA1065 Ballistix 2GB PC2-8500 (DDR2-1066) DDR2

my question is about this quote on $89 Pentium Dual Core that Runs at 3.2 GHz "You have to pay attention to the motherboard, because what you want is a model that allows you to alter the system speed manually, modifying the memory speed settings and at least the CPU and memory voltage. should work on any ram as far as I know, even cheap stuff... just the better brand name stuff will take better to heat stress, and have more give.
