control panel not responding

Archived from groups: microsoft.public.windowsxp.basics (More info?)

control panel not responding on 2nd or 3rd screen. Could it be an
explorer.exe problem? I have scanned for viruses with Norton and scanned
with spybot. Any ideas on fixes?

are there any other functions that are unaccessable? ie. task manager.
