My system which comprises of a athalon xp 2400+ oc'd to 2.4ghz 1.5gb corsair xms memory, gigabyte mobo (cant remember model but it was premium when i bought it) and a BFG 7800gs OC. During WoW which is mostly the only game i play i frequently experience low fps even at 1024x768 1x AA 1x AF and all settings on max performance. Sometimes in areas i experience framerates below 10 altho average is 22-24, if i set the terrain distance to lowest it improves but with this setup shouldnt i be experiencing framerates much higher? especially since the recommended requirements are much lower also? Any help would be appreciated, i have reformated, downloaded latest bios and video drivers, defragment often, and done everything i know possible to help squeeze more performance out of this system.
Agreed. Your CPU is prolly your bottleneck. I was running an old XP 3200+ (socket A) when I dropped in my 7800GS and experienced similar performance (or lack thereof). I updated to a socket 939 X2 4800+ and got the performance I was expecting.

2.4Ghz is kinda high OC for a barton core if it is one (512K cache) as long as its well cooled. 1.5GB is an odd memory size as it indicates your not running dual channel mode. 7800 is a good card but I think the gs model is reduced pipe model. All these things could work against you.
That aside and assuming everything is working well otherwise, 1024x768 with everything on shouldn't be a problem for your rig. I would run a benchmark like 3Dmark06 and see what numbers you get. Make sure you let the app go online so you can compare your results with similar rigs in your category. If they numbers are very low compared to yours than it may be a video issue, sometimes memory and cpu or combination of.
(forgot: Your hard drive becomes a big issue when playing games that load big environments like WoW, Oblivion, stalker etc. If your system is having to wait for the HD to pull data, you will get slow downs, that is going to be "normal" unless your HD and bus are real fast. Even then you may experience some stuttering at times. I used to have DFI Lanparty with a bad drive controller that horribly messed up my ATA performance. I had to install a Promise ATA card to get my HD speed back up.)
If all your numbers are within the normal range than you need to look at your system processes s. What stuff do you have running in the background and loading on startup. Run msconfig and look at your startup tab. What all garbage has accumulated and is running behind the scenes you may not know about. These things can severely mess with your performance.

Since this is a single core system, having background processes is going to hurt you a lot, even if it is just Xfire or ventrilo or something. See if there are any programs you don't need running that you can stop from running when your computer boots, like the previous poster mentioned.
