I don't know how long the problem has existed, I just noticed it last month when I removed the side panel of my case to install new Seagate SATA HD. When shutting down the computer both case fans, CPU fan and PS fan would continue to rotate, gradually slowing down until eventually stopping after about 90 seconds. The activity lights on both optical drives would pulse in sink with the fans, also eventually stopping. HD light not affected and I did not look at Video card to see if that fan was also affected. I'm thinking the PS is flaking out because it acts like a capacitor slowly discharging when it shouldn't, or not quickly enough. Any thoughts?

Based on the information, I would tend to agree with that hypothesis. I would consider a new PSU. There is no need to risk your other components any longer.
