I've read in customer reviews that with some external USB or 1394 enclosures, the HDD doesnt spin down when not being used. So I'm searching for recommendations for some affordable HDD enclosures where users have experience with the HDD spinning down correctly. Need suggestions for both a PATA and a SATA enclosure with no spin down issues.

As far as I know, when a hdd is on it's spinning. The best thing to do is get an enclosure with an on/off switch and turn it off when you're not using it.
