Ok, I use an overclock comp for 6 months and now the PSU +12V is 00.00V and I need to replace the PSU to new one.

Now, which one is safer when you turn-off the computer, click-off the back switch or let it be [not click-off the back switch]?

I always do "click-off" the back-switch.

Sometimes when I want to turn-on the CPU, when I "click-on" the back switch, my electricity turns dead [black-out] - since I only have 1300W electricity. :(

Did it be the cause of my PSU failure?

Using the rear power switch should not kill a PSU, although it will put a little more stress on it than leaving it alone after your PC shuts down.
