Windows Installer missing?

Hello, I am running Vista 32 bit, started not being able to download updates. Went to install a game to no avail, problem after problem. Went to update video cards and messed up video cards. Gives me a windows installer error."Windows Installer could not be accessed. Tried to update installer through Microsoft and update said" not for this system". Help?

I have gone to the microsoft site and downloaded it, it tells me the download is not for my system.

I did the first 2 the one for Vista and the one for SP 1 and they keep telling me not for my system. I go into the admin services on the control panel and it says its there. I dont understand what is going on.

Also just another note. I cant download any of the "fix it" utilities because my installer is missing.

I am currently experiencing the exact problem with my Vista 32 bit system. Did you resolve the issue? and if so, please share your knowledge with me.
