Limit users on printing and downloading

I have an autistic son who loves printing 50 or so sheets of various things a day. I have two accounts, one for my son, and one for me. Is there anyway to prevent my son's account from printing? I'm looking for a method doesn't invlove unplugging the printer, taking out the paper, etc... I need something I can change in the settings and not allow him to print.

Secondly, is there any way to prevent downloads on his account? We ran into some viruses because he would accidently download items.

Should be able to do those things by setting up parental controls on his account - just read through the windows Help and look up parental controls and it explains setting it up for use.
