I am a newbie to OC'n. However, I do know my way around a computer. Based on everything I read, most of the work is done in BIOS. I am running an AMD X2 4400+. Based on everything I have read on this site, I should be able to OC to about 2.5ghz running on air cooling.
However, looking at the BIOS, it doesn't look like the advanced settings are availble. I am making an assumption that Dell restricts this.
That why most of people will build their computer. Dell (and all others manufacturer) are fine but they will lock their BIOS and show only few things, so, no it's not possible.
I believe only the Dell XPS will allow an overclocking change (they are already overclocked by default).
Dell and others also use sometimes specific components for them. Make it harder to replace them (PSU, MB, ...).
